Handling Shortages, Substitutions, and Backorders in a Group Order
Short shipments are normal. What separates a smooth event from a bad one is whether you find the shortage during receiving or during packing.

You ordered 612 items. The boxes contain 604, and six of the missing are youth medium of the most popular hoodie. If you discover that at the packing table, eight volunteers stop working while someone recounts. If you discover it during receiving, it is a decision instead of a crisis.
Step 1: Count at receiving, before packing day
- 1Count by style, color, and size against the purchase order. Not by box, not by total.
- 2Log damaged items separately from missing items. They have different remedies with the supplier.
- 3Photograph anything wrong: misprints, wrong colors, wrong sizes shipped.
- 4Record over-shipments too. Extra items may cover a shortage elsewhere.
- 5Send the discrepancy list to the supplier the same day, in writing.

Step 2: Decide who waits, using a rule
With six of eight youth mediums, someone gets a complete bag and someone waits. Pick a rule and apply it uniformly so no volunteer has to make a judgment call at the table.

Step 3: Offer substitutions the right way
- Never substitute a size silently. A youth large instead of a youth medium comes back as a complaint.
- Substituting color or style is only acceptable with explicit consent, or a stated policy in the order form.
- Record the substitution on the order so the label and the pickup receipt both show what was actually given.
- If you are the print shop, price and document substitutions before shipping the job back.
Step 4: Pack partial bags on purpose
Holding an entire bag because one item is short is usually the wrong call. Families would rather have four of five items now.
- Mark the order as partial rather than incomplete, and note which item is outstanding.
- Include a slip in the bag naming the missing item and the expected follow-up date.
- Keep partial bags in their normal staging group, flagged - not in a separate pile people forget.
- Track outstanding items as a list you can print, because that list becomes your second distribution.
Step 5: Communicate once, clearly
One accurate message beats three hedged ones. Send it before pickup day so nobody hears about the shortage while standing at the table.
- State exactly which item is affected and how many people it touches.
- Say what happens next: reorder placed, expected date, and where the item will be handed off.
- Offer the alternatives you are willing to honor: substitute, wait, or refund.
- Give one point of contact. Not the whole volunteer committee.
Step 6: Close the loop with a record
Every shortage should end in one of four states: received and delivered, substituted and delivered, refunded, or written off. An unresolved shortage that nobody logged is the thing that gets brought up at next year's planning meeting.
